US to Stockpile Critical Drug Ingredients Under Latest Trump Executive Order
President Donald Trump signed an Executive Order on August 13, 2025, to fill the Strategic Active Pharmaceutical Ingredients Reserve (SAPIR) with key drug components considered vital for national health and security124.
The Order instructs the Office of the Assistant Secretary for Preparedness and Response (ASPR) within HHS to develop a list of about 26 critical drugs and obtain a six-month supply of their active pharmaceutical ingredients (APIs), prioritizing domestically manufactured APIs123.
ASPR is also required to update a previous list of 86 essential medicines and propose a plan for a six-month API supply for these medicines as well12.
The effort aims to address vulnerabilities in the US pharmaceutical supply chain, as currently only around 10% of APIs for finished drug products used in the US are produced domestically3.
A proposal for a second SAPIR repository is to be developed to further enhance supply chain resilience1.
This action builds on earlier executive orders from Trump's first term aimed at increasing domestic pharmaceutical production and reducing reliance on foreign sources for critical medical products3.
